I am a big fan of Tracy Anderson's workout and her Mat Workout video is great for toning up. She works in particular, on waking up your accessory muscles so it pulls excess fat/skin closer to the bone. She aims in creating a 'teeny tiny' ballet dancer body. I personally don't give much credit to the science behind the workout but it certainly does leave you aching and it delivers results fast.
One thing I would say is that Anderson's emphasis on using no more than 3lb is perhaps a little extreme. It is really hard for women to 'bulk' - women who do weight training will tell you that in a shot. So don't be afraid to pick up 5lb (or even more) weights when doing her arm weight sequences.
